Big Boss is a legendary soldier who was the leader of both FOX HOUND and Outer Heaven.

History
Big Boss was a career soldier that served in several prestigious military & police units, such as the U.S. Army's Green Berets, the British Army's SAS, and the West German Federal Border Guard's GSG-9.
In the late 1980s, Big Boss established Outer Heaven, a fortress nation located in the South African veld. Although he was the "boss" of Outer Heaven, his true identity was a closely-guarded secret, and even the citizens of the fortress were unaware of who their leader was; one person who learned his true identity was imprisoned in the fortress's deepest prison cell. Big Boss, as the anonymous leader of Outer Heaven, was viewed as both a respectable hero and a madman.
Special Forces Group FOX HOUND was established sometime in the late 20th century; Big Boss was its supreme commander.
Under Big Boss's leadership, Outer Heaven kidnapped the weapons scientist Dr. Petrovich and coerced him to construct TX-55 Metal Gear, a new type of nuclear weapon. In response to rumors suggesting that Outer Heaven possessed nuclear capabilities, FOX HOUND sent Grey Fox to infiltrate the fortress. Fox successfully gathered and relayed vital intelligence; however, he was eventually captured and imprisoned.
With Grey Fox incapacitated, FOX HOUND organized a rescue mission named Operation Intrude N313. Big Boss assigned Solid Snake the tasks of rescuing Fox and continuing the previous mission.
However, the mission was severely compromised from the start, due to Big Boss's secret relationship with Outer Heaven. Snake was a rookie, and Big Boss planned to exploit his inexperience by manipulating him into gathering false information. Presumably, Big Boss intended to debunk the rumors that Outer Heaven had nuclear weapons.
By the time of N313, Big Boss knew about the Outer Heaven Resistance, a seditious group within the fortress. He even knew the identity of the resistance leader, Schneider; yet he allowed the group to exist, and exploited them for his plans. Thus, Big Boss instructed Snake to establish an alliance with the Resistance.
Throughout the mission, Big Boss maintained radio contact with Snake. Oftentimes, he waited until inconvenient moments to divulge mission-critical information, causing Snake to backtrack throughout the base several times. He also feigned ignorance of the base's details, and deferred to Schneider even for intel that FOX HOUND already possessed. On several occasions, he also undermined Outer Heaven's efforts to catch Snake; he even changed his radio frequency to avoid detection by the guards.
But when Snake advanced toward the final facility housing Metal Gear, Big Boss began luring him into traps; his growing unease became evident, and he repeatedly urged Snake to abandon the mission.
Around this time, Schneider, the leader of the Resistance, discovered Big Boss's dual identity. However, before Schneider could disclose this information to Snake, he was seemingly assassinated. But not long after, Snake uncovered the truth when he met the prisoner jailed in the fortress's deepest cell.
Following Snake's successful destruction of Metal Gear, Outer Heaven's self-destruct sequence was activated. Big Boss, furious that the mission had inadvertently succeeded, ambushed Snake.
After Big Boss revealed his plans, the two men then engaged in battle; Big Boss was defeated, and Snake managed to escape from the facility just before it was engulfed in a massive explosion. However, Big Boss survived the blast and vowed to seek revenge against Snake.
